Some of them are good, some of them are bad. There have even been reports of an Asarkar whistle that’s in tune (but not from reliable witnesses). The vast majority of these are considerably sharp.

Can’t say if the whistle is good. There are mixed reports about those made in India. I’ve dealt with the seller though, and he’s quite reliable.
