Yep Ian does indeed live in the Blue Mountains.
I have had the same problem in trying to find pipers around the Sydney region. There are only a very small handful. As for teachers or workshops they seem to be non existent. There is a summer school on each year in Tassie that has piping workshops.
Go to www.celt.com.au and there are links there for it. Patrick Lyons is the teacher.
