I’ve no idea about sources in the USA, but Generation are made for and distributed by Barnes & Mullins, who have much wider interests in the music supply business. (Their factory and distribution base is just down the road from me about 12 miles in Oswestry.) Be aware that they persist, as is their tradition ( 
) in (mis-)calling their products “flageolets” rather than whistles. You may be able to find out from them who their US agents are, if any, or whether they would supply direct. I know from past experience (I tried to get a couple of boxes for use/sale at a local workshop - they weren’t very helpful!) that they will only supply to traders with trade references. They seem to view the whistles as a minor product and not to take them very seriously, hence probably the occasional quality control lapses and their total failure to wake up to the explosion of the whistle market and the opportunity to develop their range (i.e. more keys, low sizes)! I reckon a low whistle made as a direct up-sizing of a Generation would be pretty damn good and their production set up and potential volume would make it cheap too.
