We’re looking for a summer camp, in Ireland, for next summer (2004) that has lessons traditional Irish music and dance …

It depends on where you are and when you are there! There are lots of summer schools. If in Sligo check out the Queen Maeve School run by Carmel Gunning for Trad Music (no dancing though)
