It’s the second time I’ve seen one of these for sale on eBay. Does anyone have it and how good is it? Is it essential for any piper’s collection? What does it contain - biography and bumph or tunes with ornamentation?

I don’t understand this. I have seen this sort of thing before, where people bid more on a used book than what they can get it for new. The Tuohey book is available from NPU for 12 Euros. The book does not come with a CD. You will want to get the Piping of Patsy Tuohey tape from NPU.
Its a good source for documentation of different ornaments. You would have to like Tuohey’s style (bippidy-bippidy-bip) very fast, very stacatto, to spend a lot of time learning the tunes.

Last I checked that book, along with “Dance Music of Willie Clancy” is already out of print.
