I found this whistle? In with my Grandpas things. Im 64 now so it has been around for a while. Can anyone tell me about it? Is it missing pieces. I cant make a sound on it..ha ha

Charles Mathieu, Paris, active 1890-early 20th century. Likely a metal flageolet. The mark is a lyre. Charles Ullmann took over the factory circa 1894.
