Try e-mailing makers (list here http://www.pipers.ie/makerlist.asp) to see if they have any off the shelf sets - never know you might be lucky. and make certain if you buy a set from either an on-line dealer, musical instrument shop or private buyer that it is of US /UK / Irish origin.

I have a set for sale or trade.
… and you can find it here: http://chiffboard.mati.ca/viewtopic.php?t=34434
I have a practice or starter set available. I upgraded from a half-set by Tim Britton to a full set by Seth Gallagher, mixed and matched the parts the way I liked them, and here’s the result:
Practice set, chanter in D by Tim Britton made in 2002, ebony and brass, with three keys – C nat, F nat, and G#. Comes with one Tim Britton reed and two reeds I made (all play well and in tune). Bag and bellows by Seth Gallagher made in 2003, bellows of black leather with elbow pad and black straps, bag by L&M with ebony chanter stock and blowpipe, includes a nickel-silver stock cup with a turned wooden plug, so you can add drones at a later date.
$1500. or Best Offer!
Will soon have photos up on my Flickr site:
That would make a fine starter set.
