What you are looking for is commonly called a practice set. It includes the chanter, bellows, and bag. Read the “Pakistani UPs and other ‘budget sets’… the facts” post at the top of the Uilleann Pipe forum. I can recommend two makers here in the U.S. (David Daye http://www.daye1.com/pennychanter.html, and Pat Sky http://www.patricksky.com/), but it is nearly always better to find a maker as close to your location as possible. If there are any pipers within a reasonable distance of your location, ask them to help you in evaluating any previously owned set.
