This is the book you want to read, it is by Barry Fell. It is about his discoveries of the celts coming to the Amerisa’s, back it 1000 BC. That must have been when they brought there flute plans… http://www.equinox-project.com/books.htm 
What bugs the daylights out of me is that it’s got the quena-style notch, AND the fipple ramp cut further down. So, dear seller, which is it? Fish or fowl? Make up yer mind, already. Don’t even see any toneholes. That doesn’t make sense for a “Celtic-era” flute-o-phone, I should think.
I still think it’s a fraud.
Ahhhh, Barry Fell. Now that brings back memories! He was writing his best sellers back when I was in college. One eminant British archaologist referred to him and his followers as “hyperdiffusionists” when sober, and “pyramidiots” after he’d had a few.
Unfortunately, the pub where he uttered this charming phrase lacked a proper session. (I’m tryin’, Denny, I’m tryin’)

Hmm…maybe 'twas the high tech of the day: your quena embouchure’s tired, so you just stick a bit of willow plug in there, et voilà! - a whistle. Most convenient. 
Well, I think the “eminant British archaologists” need to have a couple of more stiff ones! It might open there minds to some new ideas… 
Well we can’t date this flute as there is no makers mark on it!
