Why? It says the bag is sewn into the cover and leaks. You’d need to provide a new bag plus a main stock before considering converting it to a full set. I’m guessing the seller is trying to make it clear this is no great set, and that is why it is going cheap.

certainly not a howard he never left blocks always put keys on.looks as if someone tried their hand at making a practice set for their own use. if it can be made to work it looks like a good buy for a learner
you cant beat the price..even if its just the bellows that ends up being workable, you still are ahead of the game.
If you are a beginner and have someone who can help you reed it, I’d say give 'er a try.
