The only thing that matters here is that even if he’s wrong about there being a web site YOU can access, you would be unable to demonstrate that fact. Regardless of the fact that there is no evidence to support the claim, you’ll never convince him. That’s why conspiracy theories never die.
The solution is simple. Just tell HIM to produce the URL.
