I’m not familiar with Scott Stevens. I have to say I didn’t get very far in the article. The fact that Russia boasted of having developed something in the 1960’s and 1970’s is not surprising to me (I’m 55), and it sure is not something I would give any credence to. I don’t know who established that the boast is true. I can agree with the statement I quote above from his article however with the substitution of “should” for “would like to”. Conspiracy theories are always more fascinating than real explanations.

However, this theory failed the occam’s razor test. It is far likelier that the ‘cause’ of this hurricane’s destruction lies in the global rise in ocean temperature brought about by the greenhouse effect of fossil fuel emissions.
It’s not like the bulk of the world’s non-crackpot scientists haven’t been yelling for twenty years that an increase in severe weather is on it’s way.
It’s viciously ironic that the governor of Louisianna was a driving force behind US efforts to derail the Kyoto accord, but I suppose that’s cold comfort to the people killed or homeless.
Well what kills me about this is I try to think of the biggest things mankind has ever built… the super-dome comes to mind… you could get like 500 of the darned things in eye of that storm alone, right? So naturally a decade after the fall of the Soviet Union, this yokel postulates that a Russian satellite (what maybe the size of Tyler’s Mini?) is going to beam enough energy into this storm to steer it into and oil field.
Its been a while, so the memory is pretty foggy, but as I recall, the Russians did not claim to have weather “control”. What they did was (supposedly) build a giant radio transmitter dish in a large land depression (similar to the size of the Arecibo observatory) and let off a couple of giant bursts. The waves produced (supposedly) circled the earth. Wherever two waves crossed paths, earthquakes and terrible storms took place. Anyways, that was the story that was going around for several years. I don’t know what happened with this stuff - whether it just died out on the conspiracy mill, whether there was ever any truth found in it, or if the Russians actually just smartened up on their own and stopped using it.
If this is the same Scott Stevens, I think I saw the imprint of his shoulder pad on Eric Lindros’ last head xray.
It doesn’t matter if we are behind technologically in most fields. We are very good at bombing the crap out of people.

It spotted me rebuilding the model year 1962 A-series engine out of my car and moved in for a closer look; you see, they’re always interested in aquiring technology more advanced than their own!
hi cynth, go to google and type in" haarp weather control", that is haarp with two a’s and you will find several listings explaining it. the us airforce and navy are responsible for it, it’s location is in alaska. i found out about it in 1996 and find it pretty scary. it’s a bit hush hush in the normal sectors. i would have enclosed a link for you, but i am not computor savy perhaps you could do that for me?

Its not just the temperature of the water, but the difference between the water temperature, and the air above it. If you increase both the air, and water temperature by a half, or full degree (C or F) it does not necessarily follow that the storms will be more severe, or numerous.
tansy, here is a definition of HAARP. There are a lot of websites dealing with it but I was not able to distinguish reputable ones from disreputable ones. It is, as you mentioned, controversial. So I’m posting this for the sake of definition:
