These are definitely not Northumbrian and not French.
Hard to say what they actually are - the bellows are of the type used for Polish and Czech bagpipes, the connector looks like the ones of the Moravian bagpipes.
The instrument itself, however, is not of the type that normally uses these bellows. The pictures are not very good which doesn’t help in identifying, but it looks like the chanter is tapered. At least one part (more probably two parts) of the drone is missing. There seems to be a metal adjusting ring on the bottom part of the chanter which leads me to the guess, it might be an instrument made by Tibor Ehlers, who used all sorts of different ideas and constructions to recreate a German bagpipe. That would mean, the instrument would be approx. 40 years old, at the most.
Interesting the seller doesn’t offer them in Germany, nor in the rest of Europe.
“Good for any museum” in this context means “can never be brought to playability”.
889 $ is well over the top for what (in my opinion) basically is a heap of junk.
I think Michael has it about right.
I suspect that the taper on the chanter is only on the exterior as the whole thing is so slender.
As well as having holes in the “amazing old leather bag” it looks like part of the drone is missing too.
