It’s actually probably the one he’s not really on - the CD of the Ragamuffins and others playing his songs on the Jesus record.
Off the top of my head, I can’t think of any of his other albums that have much if any whistle (I’m sure I’ll be corrected if I’m wrong).
“A Liturgy, A Legacy, and a Ragamuffin Band” I think is the most Celtic-y(is that a word) sounding of all his albums, but not much whistle. “Color Green”, which is one of my favorite songs, has what sounds like whistle but listening to it carefully sounds more like a synthesizer sounding like a whistle (and there is no whistle credited in the liner notes).
“Boy Like Me, Man Like You”, which has a whistle part, is actually recorder on the album.
