It says Kwisthout (a knone and established maker) so maybe a hint of Welshness rather than goat curry
There are no photographs on the advert so have you emailed the seller or this this a wild guess ?

Kwisthout used to sell pipes through Hobgoblin.
Years ago I tried a practice set owned by a member of the piping club I was a member of at the time.
It was playable, but I was playing a Peter Hunter chanter at the time and the Kwisthout chanter wasn’t in the same league.
