Is it ok to rest the flute more on the lower lip?

In books, the recommended position for the head joint is pressing down on the lower lip and resting in that indentation between the lower lip and the chin.

However, I find that position does not work well for me. I cannot produce notes consistently that way. Is it really bad form to rest the flute more on the lower lip?

I personally don’t think that’s a problem. Embouchure is pretty individual, and Skip Healy recommends pushing the flute against the lower lip (similar to what you’re describing if I’m understanding you right).
