I have made a c whistle, and tuned the length in.
I am wondering, are the c whistle holes tuned similar to the d whistle, except one tone lower?
Like this:
Would it be C - D - E - F# - G - A - B and back to C ?
well, yes
C major scale instead of the D major scale
Yes, one full note lower, but you will get this scale:
C - D - E - F - G - A - B - C’
(no F#)

I now have to go back and make sure my holes are correct.
As I was attempting to play it over the weekend, something did not sound right, whereas my d whistle was fine.
I appreciate the quick input.
Sometimes it’s best to drill one hole then play the note, before drilling the next hole…

I did all that, but I think I put a F# in there.
If I can’t make the adjustment, a new peice of copper tubing is not too expensive. 
just make the hole smaller
or move it down a bit…

Why does the D scale have the F#, when the C does not?

Hi Salty, and welcome! If it turns out that you’ve accidentally drilled an F# hole on your C whistle, don’t discard the whistle. You’ve made, in effect, a C Lydian whistle which could be interesting to play with. The natural major scale is G Major (using A fingering), and you have other useful modes at hand - A Dorian (B fingering), D Mixolydian (E fingering), etc.

Lydian, have ya seen her recently?
Lydian ran off with Dorian, who has been looking unnaturally good for his age. Phrygian, who has a bit of an odd temperament, called Dorian an Aeolian, and there was discord that couldn’t be resolved.
I sure Mixolydian. I’d give everything Ionian to get her back, I’ve been so Locrian in my beer.
