Rights and licensing, IMRO and MCPS

Hello, I am wondering if somebody has some experience with copyrights and IMRO etc. I am in the process of recording some original compositions by .. Charlie Lennon, Conal O’Grada etc. Now, apart from asking their permission, how does the licensing and fee process work ? Can anybody help ? What’s the first step ? How do I proceed ? Do I need to contact MCPS/IMRO in Ireland only ? Or do I need to get in touch with a similar organisation here in the States ? The recording will be made in the US. You can contact MCPS etc. to verify that the compositions are indeed registered with them. You request licensing (and pay at the rate current at time of your publication) via the U.S. Mechanical Licensing agents, The Harry Fox Agency ( see http://harryfox.com ) , indicating the title, composer, and source (MCPS, etc.). It will take some time for them to communicate across the seas and back.
