That’s quite a bizarre comment to lay on somebody. Were they themselves musicians/pipers? I, personally, would probably take it negatively, just being as vague as it seems.
If the style of the playing is lamentable, ie of a nature that is lamentable - that’s bad. If the style of the playing has the nature of a lament - that’s good.
