What is the other key that the -Bb- whistle can play in?

Actually quite a few keys but Eb is the answer you are looking for.

I know what you mean, by only covering 1/2 holes you can play all kinds of keys.
I read each whistle can play in 2 keys like:
D-G
C-F
A-D
F-Bb
G-C
But the list didn’t have the Bb whistle.

Bb Major with D fingering, and Eb Major with G fingering.

For what you’re looking for, for any whistle, just count up a perfect 4th from the bell-note key (Bb - C - D - Eb).

Here’s a complete practical list for Bb whistle:

Bb Major/Mixolydian with D fingerings
C Mixolydian*/Minor/Dorian with E fingerings
D Minor* with F# fingering
Eb Major with G fingering
F Major*/Mixolydian/Dorian with A fingerings
G Minor/Dorian* with B fingerings

  • These assume you can play cross-fingered and/or half-holed G#s.

Also Bb minor and C maj are played quite easily on a Bb whistle.
