“Rationalised” ?
What the hell is going on with this it looks weird. Is it a half set or a threequater set put together wrong. the long bent tube without an end makes me suspect the latter
It is time to ditch my grotty practice set and am on the lookout for a half or full set but this seems to be too far from the norm.
As with all things in piping, go with the best instrument your money can buy. That means going with a maker whose work is well known and considered top notch.

I am not trying discourage anyone from purchasing any maker’s sets (unless they are of Pakistani manufacture), but I am trying to aid the choice of those who want a running head start at piping. The best stuff available means that much less time bemoaning out of tune or unplayable chanters/sets, and more time getting on with piping.

Rationalised or perhaps simplified would be a better description. What Jim has done is add the ability to change the drone tuning to give a basic variation in the accompaniment so technically it is really a half set as there are no true regulators (Stopped pipes that only sound when a key is operated)
Ability to modify drone tunings is not new - e.g. the Musette du Cour and Northumbrian Small Pipe (hope the mention of these ‘foriegners’ does not get the thread locked 
) however these can only be set before the beginning of a tune via sliders or a rotating bead to open another hole. Jim’s innovation to to make this possible as you play thus immitating regulators.
As regards weird - it may look a little odd but they work and work well. There is a maker on this forum who could show you pictures of some very strange sets that make Jim’s look very ordinary.
The pipes are described on his web site as “Full Set: Rationalised.”
They are not a full set of Uilleann Pipes. I’m sure Jim is a fine craftsman and a fine instrument maker but if there isn’t 3 drones and 3 regs with 13 keyed notes…well then rationalised or simplified or whatever you want to call them, it’s still not a full set.
10 outa 10 for Jims inovation though, and I’ve no doubt that it’ll work and work well. I’m sure Billy Taylor got funny looks when he showed off his 1st machine in Kerrigans basement.

£1450.00 is a reasonable price for a half set and would guess the bass drone could be ‘normalised’ by a maker at a price.
Jim Daly’s original price of £2500.00 seems well over the top for what you get. Looking at your location (membermap) Pat Stones offers an unrationalised full set: that is chanter, three drones and three regulators for £3300 - Wouldn’t class it as a brilliant instrument but certainly better value and you will have a proper full set. He does not usually have much of a waiting list either as demand for his pipes is not as high as for many makers.

No accounting for taste and I suppose there are going to be people who want something that breaks the mould.
