Some twit decided that we needed to see the time
The twit that designed the database needed to capture the time (as well as the date) in order to order the users in the order in which they joined the forum (ascending or descending).

Yeah, dates are stored in an SQL database with the time.
It’s up to the phpBB software whether it wants to display
the time or not. The time’s always been there, the old
version just chose not to pass along that info. It does
seem unnecessarily superfluous, devoid of purpose.
