Improvising on the low whistle

I have always been impressed by Fraser Fifield’s low whistle improvisation on his albums (particularly his last three) and on youtube. His style seems a mixture of celtic, jazz and world. Check out his kaval playing too.

… for another thing you could modify a whistle by partially covering a hole with tape to get the scale you want.

Argh! I never thought of that. Could be the reason for this?
