I must be missing something here because Thom at The Whistle Shop sells these brand new for $189.

Tony Dixon’s site lists them for 150 brit pounds, which converts to ~$236 currently.
I just got one for $189. When you add shipping $200 is pretty dang close. If He’s covering shipping and it’s in new condition it’s a fair price also, ronbo currently has one in stock. 
I would add, however, that a new flute would carry a warranty.
If Ronbo offered a satisfaction guarantee (and I didn’t already own one) and Thom didn’t have one in stock I’d go for it.

My Dixon 3 piece is one year old (bought it last Dec). Retail at that time was about 175 plus shipping. The owner had it for a about a month and was asking $140 including shipping. I offered 100, we settled at $120, and I picked it up from him (no shipping).
I noticed Tony has raised his price about 20 percent from last year (BPS125 to BPS150). With the variance in the exchange rate that works out to the current retail running about $230-240 plus shipping.
If Thom still has some of these left at the $189. I would expect that the price might soon rise. The 3 other retails, that I checked and that carry these, all quote the new US$230-250 range.
I would expect that if Ronbo is asking 200, he might entertain a reasonable offer.
