Probably the makers most popular with top players are Hamish Moore - long waiting list, Nigel Richard (Garvie) - not making any more but frequently come up second hand at very good prices, Fred Morrison (McCallum) - easier to get but not as popular with top players as the above two.
Thank you. Correct me if I am wrong but Hamish Moore has retired and it is now his son Fin who makes them. Are they as good as before?
Yes, Fin is excellent and very helpful.

Depending on what kind of border pipes you mean, I’d also say Julian Goodacre and Sean Jones also make excellent instruments, with more of the continental/European sound. Pleasant volume, low-pressure, can be made with highland fingering.
Thank you for all the replies. Could someone either mail me or post the contact of Fin Moore?
Many thanks
Nicolas
I’d suggest checking out Burgess bagpipes.
I came across Burgess at one of his local sessions near Forres couple years ago and his pipes were very impressive.
