I got tired of taking my whistles in and out of my drumstick bag, so I started looking for a better way to keep them available on my desk and found this site:
You can also make a nice stand from a board and some wood dowels. Drill holes in the board, glue the dowels in and slide the whistles down on the dowels. 3/16" dowels work well for small whistles and 1/4" dowels are sturdy enough for low whistles. Make the dowels about half the length of the whistle.
Iāve done this but put the dowel into small blocks of polished and waxed spalted beech (pick a nice woodā¦) and they can be wall mounted. One for every room in the house - a bit like candles. I wrapped the dowels in adhesive backed black baize - looks nice and adds a wee bit of protection (probably helps clean the bottom half of the whistle). Iāve got a picture of one somewhereā¦
Yeah he makes stands like that as well, he calls them the āKildareā model. And for someone like me who lives an apartment and doesnāt have a place to use power tools like routers, table saws, etc. I am glad this guy exits to make them for me.
I use a test tube drying rack that I found for $1 or so. I use rolled paper extenders over the small dowels for the low whistles and flute. Works well and makes for a nice display.

However, it looks like you have some frugal Scottish ancestry in your genes there Those ācratesā look like 99.9% function and .1% flair - ideal for a cheapie Generation or ten - keeping in tune with the āyou must not spend much on penny whistlesā ethos of some Each to their own of course.
