I’d guess now, though, that you aren’t.
I didn’t think my info was ambiguous at all. A little sarcastic (not in an intended mean way, just having a bit of fun), but not really hard to understand.
At any rate I think there are a few good things to emphasize at this point (not directly at you, but in general):

Cheap whistles most emphatically do not equal lesser instruments

This is really important, so I’ll repeat it: a more expensive instrument does not guarentee a better instrument.

Most cheap whistles can be made tunable very easily, and very simply. (following the above link and instructions)
