As with the IYA logo, again this looks to me like a dome-headed alien contemplating the conquest of our galaxy. I think the whole project is designed to scare the hell out of us and prepare the way for our Tralfamadorian overlords.
Say what you will about the Tralfamadorian overlords,
they do a much better job of managing a planet than we do!
