What’s best? Horses for courses.
I have Sindt and Humphrey Ds that each do the job admirably. I have also five test-drive prototypes on the table before me (my guess is they’re the same as MT’s Teleman whistle) that are all lovely (if all with marginally different characteristics), clear, easy to play and well balanced and will probably end up under $50 when they go on sale. They’d be my pick up and play whistle for sound and playability right now.
Cillian O Briain’s modifieds are fine, some Dixon trads do the job well too as will any clean specimen of the Generation/Feadog/Oak type.
‘Best’ is finding a decent whistle that suits you and get on with it.
In my very limited (and uninformed) experience, t’d vote the Dixon Trad as having the best performance/price ratio.
PS - When will the public hear the details of this new whistle brand/type that was featured so nicely in MTGuru’s Teleman clip? (I suspect, however, that he could even make a piece of garden hose sound beautiful…)

I agree with Peter - horses for courses.
My favorite bang for the buck off the shelf whistle is the Dixon Trad in a virtual photo finish with a Clarke Original.
I do have an Acorn that is exceptional and a couple of Generations that work well also, but I feel the odds of getting a great or exceptional whistle from these brands off the shelf is hit and miss.
I’ve also learned that playing style has to be adapted to different whistles (such as the Acorn and Generations) to get the best from them.
So as long as we as saying the best I’ll also say the worse. I really don’t care for the Clarke Meg, the tone is poor in my opinion.
I have a love-hate relationship with my two Susato’s (narrow and normal) bore. I like the way they play but am not in love with the tone.
Am always interested in others take on this topic as well.

Mellow Dog. Great whistle that’s been given a thumbs-up countless times here on the forums. I have one and it’s great. You could probably count any of Jerry Freeman’s tweaked whistles as great buys though.
Every Whistle from Parks Whistles. Currently might be my favorite. The tone ring allows you to adjust the volume and the tone (smaller opening increases chiff/breathiness and lowers the volume). The overall tone is a bit softer than a metal whistle, since it’s PVC.
Hoover Whitecap on a cheapie body. I assume a Blacktop would be as good. I usually have my Whitecap on a Feadóg body. To my ears, it’s a “thinner” sound than the other two. Not a negative, just different. It requires a bit more push in the second register to keep it from honking, but this allows you room for expression.
I really like all three of these, and don’t recall many (if any) negative comments about them.
