One of the advantages in living somewhere cooler is that I’m usually more fully clothed, so have less chance of burning. I still have to protect my face, but the rest is already covered.
I had a friend, back in high school, who was albino. He couldn’t see in the bright sunlight, and burned way too easily.
I’d hate to imagine a situation in which going outside was an unhealthy choice.
