For example on a keyboard/piano you have a group A - G then it goes again from A - G but at a higher note. How does this work on a whistle?

Blowing harder flips most notes up an octave to the higher note. However, some of the higher ones require different fingerings.
On a piano, there are many octaves, on a whistle there are only 2 and a bit.
How it works, scientifically, I have no idea.
