I think the opposite is true. People who know whistles know they can get a
new one for $4 anywhere and probably wouldn’t have gone higher than $3.
If someone didn’t know about whistles and thought they were getting a
special tool, they might go higher…

Quite true, and one of my pet peeves. It most assuredly doesn’t mean what the local far right christians take it to mean in my area. The description did mention rituals, though, hence the references, I think.
