Yep. It does. If you want the best fidelity, you need to make sure that you keep your background processes to a minimum, otherwise you can get an incomprehensible stutter out of it. Just like a cellphone. Otherwise, it seems to be a cheap way to make long distance calls.
I guess you can make local calls also? and can you call regular phone numbers and people who don’t have Majicjac? Unlike skype where the party you call must have skype and be online.

I can allegedly call any number in the US and Canada for one small price per year. Overseas only if the other person has the same setup. For the price, if you have a friend overseas, you can buy them one and ship it to them. They won’t get an overseas number, but a US or Canada? phone number, and it will be transparent to speak with them. Works for kids away at school as well. I use mine for business calls, 99 percent outgoing and so far so good. We will see how it works out. If it doesn’t live up to its promises, it is a cheap experiment.
