I think he is asking if the key is Bb, or is it a B “flat” chanter (“flat” being generic term for any chanter below the key of D).

Yes, because people often speak of “B flat chanters” when they are referring to flat chanters in the key of B (natural).
It’s ambiguous because people also say “B flat chanters” when speaking of chanters in the key of Bb.
Not ambiguous to say “flat chanter in Bb” or “flat chanter in B natural”.
I’d love to have a chanter in the key of Bb but it would have to be bang-on in Concert Bb.
