You are right these are part of every whistle since they were introduced in 1998, if you have not received one ask the seller to send one out to you as they should always send the “complete package”. Also the whistles Bernard makes come with a felt case as he has done for many years and Colin’s come in the black padded pouch for the last few years. Both add the signed certificates to every whistle.
