Nope… from bottom to top, G A B C# D E F# G A, but sharper (usually by a good semitone), requiring seven fingers and one thumb for those nine notes, and with the C# and F# just called C and F!

An Eb flute/whistle is perfect for playing with pipes or chanter in Bb. This is because the pipe scale works perfectly starting from the note ‘A’ (actually Bb on an Eb instrument) on flute. D flute/whistle is perfect to play with smallpipes, border pipes of A highland pipes (which are getting more popular again).
Allright. I know now I have to look forward to smallpipes and others. Thanks, nice advice!
