I bought my first whistle 2 years ago, very cheap sweetone. Now looking to buy a better whistle for under $40 American. Need help, there are so many to choose from. I guess I am not a beginner anymore, more like an itermediate. I like the breathy quality of some, and would like a tunable high C. Thanks
Freeman tweaked Feadog C. Last I checked, for a little over $40, you can get the Mellow Dog C (tweaked Feadog C head on a tweaked Walton D tube) AND the Feadog C tube. Two very nice whistles for the price of one.
Dixon Traditional or Clarke Original are my top choices of “cheap” whistles after trying a dozen or so over the past few months.
Looking for a C in the $40 range, I would also recommend Jerry Freeman’s Mellow Dog along with the C body. You’ll get both C and D for about that price. The D is very nice, but the C is great IMHO.

Oops, sorry missed that you were wanting a High C. I like my Clarke High C but it’s not tuneable.
Oh – I’m glad this thread came up. I have the Freeman MellowDog-with-C body set. But, so far, I haven’t done anything with the C body (except attempt to put a headpiece from a Sweetone on the C body.. which wasn’t worth pursing.)
SO. I’m finding that I like my Burke composite so much that I’m not playing my Mellow Dog D at all. And, I also have no C whistle at all. So, should I take the head off my Mellow Dog D and put it on the (currently head-less, Feadog) C body? And if so, then… how should I remove the head from the Mellow Dog? I mean, the usual soak-in-hot-water trick will make the tweak (the ramp on the windway) come off, won’t it?
It shouldn’t come apart, but just try to pull it off first. It was pretty tight the first time or two that I took the head off, but overall it’s pretty manageable. I’ve never had to put mine in hot water or anything - just pulled it off. These aren’t glued on.
The tweaked ramp is pretty solidly on there, so I don’t think you need to worry about removing it but you know, don’t use pliers or anything. 
Besides, Jerry is pretty adamant about backing his work, so if you’re simply trying to remove the head and the ramp comes off, I’m sure he’ll make it right.

The Mellow Dog head should come right off the Walton tube with a gentle twist and pull. If the head has been pushed all the way down, the twist and pull may need to be firm but it should still come right off. As Jason Paul pointed out, the Mellow Dog head isn’t glued on - Jerry unglues the Feadog head from its tube so he can put it on a Walton tube after all!
I put a little cork grease (available at the local music store - some folks use Vaseline) on the tube of all my plastic head/brass tube whistles so future adjustments are smoother. A light smear is all you need.
