It is not a good idea leave any soapy water on the outside of the instrument, as it may mar some finishes.
And, it tastes like crap.
Sounds like an application error to me. 
As I recall, Dale’s suggestion was to put the soapy water INSIDE the windway, not on the outside of the whistle.
