Anyone know of a good folk music shop in Toronto that sells whistles?
Rather than focus your search on music shops you might look into Irish, Scottish or Celtic theme stores.

Mr. Ferth usually has a fair selection of r_______s (I dare not say the name here!) and whistles as well a good selection of music books and other resources.
The last time I was there he also had a bulletin board with cards from various people, instructors and organizations dealing with all sorts of music.
I could have sworn I heard about a music shop that has a good selection of low whistles in Toronto. Other than that I don’t really have any useful information. Good luck.
