Most “metal” whistle makers have a special tool made. This consists of a wood or metal plug/insert with a reverse angle labium depression. Once the plug is in place, a “screw/plate” clamp is then placed outside and screwed down till the depression is filled. The scew/clamp is removed and the angled plug is tapped out. The Fipple plug can now be inserted and adjusted.
There are other ways of applying pressure to the ramp area to push the metal down to the proper angle for a labium ramp. You may find Kim Fulton-Bennet’s Copper Penny Whistle page helpful.
