I asked this same question last year and got these suggestions. (See link below) I ended up getting a very nice rosewood Busman whistle for my birthday. I like it very much, but I don’t love it. The tone is pure and true. It’s extremely well crafted. It does tend to clog a bit. Also, it feels a bit delicate and fragile as the the walls are quite thin. I probably play it 3-4 times a month. I play my Burke every day. I expect over time I will get more wooden whistles and another Busman. I’m especially curious about other woods.

If you want something with a little more heft that won’t clog, I’d recommend a Bleazey, Swayne, or Rose. They all have thicker walls and all-wood windways. Grinter is all-wood, too, but is also thin-walled and very light. Also, you can do the Jet-Dri treatment on the Busman.
I’m not really bothered about price, all of the whistles that i am considering are made by craftsmen that i have deep and utter respect for and I don’t mind paying for quality. I just wish i new which road to take… Does anyone here play Swayne whistles? How easy are they to come by?
