I would guess Bflat. Is the 13.8 from end to end or the embouchure to the end?
FWIW, an open pipe of length 35 cm would produce a fundamental frequency of around 490 Hz (taking the velocity of sound in air to be 343 m/s). This is approximately B natural.
I currently have a request in for a more precise measurement from the center of the embouchure to the end of the tube.
If the tube is a little longer could one assume a Bb and if a little shorter a C?
I have a Bb fife : 14 3/4 inches total length - (endcap to bottom)
13 1/4 inches (approximately) middle of embouchure hole to bottom.
The tuning slide is pushed all the way in.
Yes, it would take less than a 2 cm change in length.
