I am very reliably informed by a sound engineer friend who knows this sorta stuff… look I will just quote. OK. 
“This may be difficult to believe but they were part of a cunning system to detect aircraft by the noise of their engines… look to the right of the horns and you can see light anti-aircraft guns. From the look of it this a Japanese system but all the major powers in the years between the first and second WW developed them… they did have a minor drawback - in that they didn’t work - the problem being that sound travels (relatively) slowly, so that by the time the sound arrives and you work out where the plane is - it isn’t there anymore (something that we all experience when a jet aircraft goes overhead and you can’t locate it)… so they developed Radar.”
Any road up, what say we try to trace them, reed them and see what happens, ah go on? 
Looks More like one of Adolf Saxe’s crazy inventions before he invented the Saxophone circa 1846. Check out his history and archives and you’ll see what I mean . BTW Joe, I believe he and Mr Sousa were locked in legal battles over the copyright of the Soprano sax which he had invented and apparantly Mr Sousa copied. Sax ended up bankrupt and maybe that’s what inspired these beauties to be invented
All kidding aside, you’ve got to admit that they are rather beatiful in their construction. I wonder if any survived the war.
