first what is the note of the regualtor??? please write it from higher to lower note.
and what are your tuning technics??

What pitch and which regualtor do you mean? 
Seriously, make sure the highest note is in tune, then rush the other notes down. (You shouldn’t have to do this with a good set of regulators mind you.) 
the set is in concert D
do the firt note of the baritone regulator should be a D or a A ???
