Picked up another bamboo whistle from a friend .. this one has a lot of air in the sound … anything I can do to move to a purer tone? Window is fairly small.

You can try deburring the windway, but generally speaking ‘no’. Bamboo whistles are either made right or not.. and if they’re not there’s not much fixing them without redesign.
Bamboo flutes are a ‘little’ more fixable, but not much.
