Its the flag of the patron Saint of Wales, the equivalent of England’s St George cross and Scotland’s cross of St Andrew. The Welsh flag with the dragon on it came later and is based on the Standard of Henry Tudor, the first Welsh King of Great Britain (the UK had not yet been invented).
