Yes. In fact a well designed instrument, particularly one that’s gone through at least a few design iterations, represents an engineering compromise usually for a set price threshold. Sure you can ask the maker to improve certain aspects to suit your specific playing habits but usually at the expense of other parameters (including price).
The “ultimate” whistle in terms of playability, as I had suggested half-jokingly in a past thread, will be computer/midi based. It will be customizable to any tone, any volume, any intonation, any octave, with just a few mouse clicks. And best of all, there will be no need to learn the tunes or even how to play as the computer can do all that for you.
The “ultimate” collectors item at this time is unquestionably the Star Trek Cpt Picard whistle, which can’t even blow a note and is only good for clubbing annoying r3c0rd3r/ bodhran/box/out of tune fiddle players.
Finally, the “ultimate” show-off whistle is the one in Andrea Corr’s mouth-- that’s assuming you can get her to sit on your lap during a session.
