Many Irish names or words being with ‘C’ have a ‘hard’ ‘C’ sound. So, Cillian is Kill-ee-an. Cipin, as another example,(which is a word sometimes used for a Bodhran beater - and refers to a small piece of firewood) is pronounced Kip-in.

Oh, and I forget the most obvious example (and often misprounced - at least in in Ireland) use of the hard C. In Ireland, ‘Celtic’ becomes Kell-tick, not sell-tick.
Mind you, I’ve always referred to the Glasgow football team as ‘Sell-tick’, but I’m not sure why!
