Best way to correct this, (lower octave OK.)

Finnish: what a fascinating language/culture/people. Very enigmatic ( I mean that in a good way).
There are places here in Minnesota (USA) where Finnish is still spoken.
There was a period, about 80-100 years ago, of Finnish emigration to Northern Minnesota (and N. Wisconsin/UP of Michigan). They seemed to settle in a landscape uncannily like the one they left. I believe Finnish settlers in MN started the first cooperatives in N. America. You can thank them the next time you shop at the local food co-op.

A virile, young Italian was relaxing at his favourite bar in Rome,
when he managed to attract a spectacular young blonde. Things
progressed to the point where he invited her back to his apartment, and
after some small talk, they retired to his bedroom and made love.
After a pleasant interlude, he turned to her with a smile,
“So… you finish?”
She paused for a second, frowned, and replied, “No.” Surprised, the
young man reached for her and the love making resumed.
This time she thrashed about wildly and there were screams of passion.
The love making ended, and again, the young man smiled, and again he
asked,
“You finish?”
And again, after a short pause, she returned his smile, cuddled closer
to him, and softly said, “No.”
Stunned, but damned if this woman was going to outlast him, the young
man reached for the woman again. Using the last of his strength, he
barely managed it, but they climax simultaneously, screaming, bucking,
clawing and ripping the bed sheets.
The exhausted man fell onto his back, gasping. Barely able to turn
his head, he looked into her eyes, smiled proudly, and asked again,
“You finish!?”
Barely able to speak, she whispered in his ear,
“No!, I Danish!”

One suggestion - try re-seating the reed slightly higher in the chanter. This might require you to add a little of the binding (or teflon tape) to the lower part of the reed.
Insert rush into reed, like a ‘G’ string from a banjo or guitar no longer than 50mm or if you’re really brave try retreating the staple about 1mm at a time from the cane.

Sorry for my OT post…! 
If the second is sharp, then maybe staple size [internal volume, not length] needs to be reduced by either rolling a new one, or squooshing the existing one more; or reed head can be lengthened by retying and pulling the staple out a bit (which is what PJ said).

Here are some notes from my reedmaking classes:
Basic reed adjustment rules and their effects:
- This section is a work in progress
- Individual notes are more easily adjusted to play flatter than sharper.
- Sliding the chanter reed further into the reed seat - Sharpens pitch overall, the top hand sharpens more than the bottom hand. The largest effect is on Back D.
- Sliding the chanter reed further out of the reed seat - Flattens pitch overall, the top hand flattens more than the bottom hand. The largest effect is on Back D.
- Opening the reed lips flattens the reed and it will need more air to play
- Closing the reed lips sharpens the reed and it will need less air to play. If the reed is too closed, it can cause you to lose the “hard” D and gain an “autocran”
- If the 2nd octave is flat, bind tip, unwrap from the staple and insert the staple approx 1/8" further into blades. If the 2nd octave is sharp, use the same technique to withdraw the staple.
- If the 2nd octave is sharp, you can also try putting “rushes” into the staple
- Have patience before final adjustments. Play several days or weeks and make small adjustments at a time.
Eugene Lambe’s tips from the class in Elkins 1995:
Double Reed Parameters (Things you may need to adjust)
- Staple inside Diameter
- Taper of Staple
- Head width
- Length of finished head
- Shape of head
- Length, nature and shape of scrape
Reed Adjustment
- Check the pitch of A.
- Check bottom and back D against tenor drone.
- If back D is flat, chop tip.
- If G is sharp and A is flat, reed is too strong. Close lips and/or sand tip.
- If octave is flat, bind tip, unwrap and insert staple approx 1/8" further into blades. If octave is sharp, withdraw staple.
- Have patience before final adjustments. Play several days or weeks and make small adjustments at a time.
