Semitones

I have a track that I know was played on a C whistle. To play along with that track on a D whistle I need to raise the pitch by 2 semitones. What does it mean if I have to raise the pitch by 3 semitones to play on the D whistle? Is the original track on a Bb whistle?

It would be helpful if someone could list the different whistle keys with semitone differences between each.

Three half steps lower than D is B, not Bb.
(D-C#; C#-Cnat’l; Cnat’l-B)

But given that you can play in several keys on each whistle, it’s hard to conclude that the original is played on a B, though it could be.
